And the general manager of the Aluminum Packaging Consortium, Gino Schiona, tells what it is. And how did this come about?

1) When and how was the consortium born and with what "tasks"? Who is part of it?

CIAL is a national non-profit consortium and brings together 215 Italian companies that produce or use aluminum packaging. For these companies, the Consortium represents the environmental and operational arm in terms of recovery and the start of recycling of aluminum packaging.

The consortium has been active for 15 years, since the well-known Ronchi Decree (Legislative Decree 22/97), transposing a community directive, introduced the principle of "polluter pays" and "shared responsibility" in our country as well, obliging the public administration, businesses and citizens, to activate forms of prevention, reuse, separate collection, recycling and recovery of packaging.

In addition, there are the same companies that produce packaging or packaging material must take charge of the end of life of post-consumer packaging: this occurs through an environmental contribution applied to all aluminum packaging placed on the market which constitutes the internalization of the variables. environmental impact in the price of the product. These economic resources are used by CIAL both to pay the contributions on the materials collected and transferred to the Italian municipalities and to guarantee their recycling throughout the national territory.

2) You have brought Italy to the top of the European rankings: and in the world? How did we do it?

We are at the top of the European ranking for quantities of recycled aluminum and second in the world after the United States. Italy has a natural vocation for the recycling of aluminum. Well before the legislation came into effect, “spontaneous” collections of aluminum packaging had developed, especially for beverage cans. This is because Italy is a country poor in raw materials and consequently recycling represents a more than valid alternative to production from scratch. Furthermore, recycled aluminum does not lose its essential qualities and recycling it allows a very high energy saving, about 95%.

3) How did 2011 end: results?

In 2011, the positive trend of recent years was confirmed, settling the share of recycled aluminum packaging at 60.7% (ie: 40,800 tons) compared to that placed on the national market. This meant that greenhouse emissions equal to 325,000 tons of CO2 were avoided and energy saved for over 140,000 tons of oil equivalent.

4) Are there more or less virtuous areas in the country? Which?

The best performances are in Lombardy, Veneto and Sardinia. But in general, in every area where we are present - I remember that CIAL collaborates with 5,500 municipalities involving about 45 million citizens - the situation is positive. The law provides that local administrations, municipalities directly or the companies delegated by them are responsible for organizing the separate collection of packaging, including aluminum ones. For this reason, depending on the services given to citizens and the efficiency of the same, in some areas of Italy the collection, and consequently the start of recycling, gives better results and in others less.

5) How do you intend to continue promoting your business?

With the management of relations on the territory with Municipalities and other local bodies, with operators and managers of the various phases of collection, selection and treatment, which is fundamental for us for a growth of the collected material, as well as quantitative, precisely qualitative.

We share these objectives with our agreements also through the promotion of the most appropriate collection models and technologies that are consistent with the various territorial areas.

Communication addressed to citizens / users of separate waste collection services plays a fundamental role, whose contribution is fundamental for the achievement of increasingly ambitious objectives.

6) How can the public help you?

For waste management and to obtain ever higher collection, recycling and recovery rates of materials over time, collaboration and unity of purpose is essential. So far, during these first 15 years of activity, we have found an ever-increasing interest from public partners to work together.

In a national system, the sharing of common objectives and in line with EU directives requires however that everyone, respecting the role they hold, moves in the same direction to favor models of economic, social and environmental development and growth.

7) What about companies? The partnership with Nespresso can be an example to replicate andstrengthen?

The collaboration with Nespresso is an example to be replicated, but having the foresight to identify, together with the various companies, on the basis of the characteristics and needs expressed, specific operating and management models. With Nespresso, in fact, we have launched a real system for the collection and recycling of coffee capsules, made entirely of aluminum, stipulating specific agreements with the local companies that manage municipal waste, in 17 cities with coverage of 27 "boutiques. "Equipped with collection points for customers.

The nature, role and skills developed by the Consortium in recent years make it an ideal partner to support companies in the search for useful solutions to innovate processes, products and services in the direction of a green and socially responsible economy.
